Your Question?
Whom does the room rules protect and how does it protect?

What is your answer so far or What have you done so far as an attempt to solve this question?
Room rules are there in order to establish a consistency in the particular room so that children understand the consequences of certain behaviours and stay safe

Description and Message:
I have given the above answer and have elaborated on this with theorists references but my trainer is not satisfied with my answer. Could anyone help me with this? I think basically the children are protected by room rules, is there anyone else who is benefited by room rules?
