What is your answer so far or What have you done so far as an attempt to solve this question?
1. to develop proper language skills

Yes seems to me like you're on the right track. The main reason for assessing language and communication skills is to determine if they appropriate as per the child's age. If they are lagging behind in verbal communication then you need to offer support through different methods... For example: singing songs, rhyme games, identifying and naming objects, reading simple stories etc.
