National Review of Ratio Practices Under the NQF

Education Ministers have made safeguarding practices a national priority. As part of this, they’ve asked ACECQA to conduct a rapid assessment of how educator-to-child ratios are being applied in practice under the National Quality Framework.

A key focus of the review is the “under the roof” approach—a method some services use where ratios are calculated across the entire service rather than within individual rooms or learning environments. This can raise questions about visibility, supervision, and whether children are adequately supported in each space.

Purpose of the Assessment

  • To examine how current ratio rules are being interpreted and implemented.
  • To identify any risks or inconsistencies in practice that could impact child safety.
  • To provide recommendations for strengthening safeguarding protocols.

Timeline

ACECQA will deliver its findings in a report to Education Ministers by December 2025, contributing to broader reforms aimed at improving transparency, accountability, and safety in early learning environments.

This review reflects a growing commitment to child-safe cultures, where regulatory frameworks are not only followed but actively refined to meet the evolving needs of children and families.
