Promote children's agency - what are guidelines

Hi there,
I am stuck on a question in my Diploma - it just asks 'what is a guideline' and that is all! What could it be referring to? This unit has mostly been about development and involving children. I have contacted my course provider but they have not answered, so maybe its a stupid question. It has a minimum of 75 words, so its not a simple definition. Please help :(

Guideline

A guideline is a statement by which to determine a course of action. A guideline aims to streamline particular processes according to a set routine or sound practice.
