A proposed redevelopment in Avalon Beach has sparked widespread community outrage, with over 222 formal objections lodged against plans to build an early childhood service directly above a Dan Murphy’s liquor store.

The $7.2 million redevelopment of the Careel Shopping Village includes a ground-floor Dan Murphy’s outlet and a 60-place childcare centre on the upper level. The proposal has drawn criticism from residents, health authorities, and local representatives, who argue the co-location is inappropriate and poses risks to child wellbeing.

Broadcaster Kel Richards voiced concerns about the daily exposure of children and families to alcohol branding, stating, “Mum or Dad has to walk past Dan Murphy’s every day to drop them off and pick them up. I’d worry about mum or dad”.

Opponents of the development cite several key issues:

  • Child safety and wellbeing: Concerns over the psychological and social impact of situating a childcare facility above a liquor store.
  • Traffic and pedestrian risks: The site is near a busy intersection, raising fears about increased congestion and safety hazards.
  • Impact on local businesses: Avalon already hosts multiple liquor retailers, and residents worry the new outlet could threaten small, independent stores.
  • Alcohol-related harm: The Northern Beaches region has higher-than-average rates of alcohol-related hospitalizations, prompting objections from health professionals.

The Northern Beaches Local Planning Panel is currently reviewing submissions and will determine whether the development proceeds.

This case highlights growing tensions between commercial development and community values, particularly in areas involving child safety and ethical urban planning.
