unqualified staff studying through tafe but being paid as casuals?

unqualified staff studying through tafe but being paid as casuals?

So I have a question.
The centre I'm currently working at has employed (on different occasions) staff who are studying their cert IIIs at tafe, but have put them on as a casual for 5 days. Is this allowed?
I feel like it's very wrong
These staff are left alone in rooms as well which I think is horrible. They are unqualified to handle the rooms on their own and there are often incidents. (Such as a child being left outside)
I feel like they do this so they can just remove staff with no notice but I want to know if this is allowed?
They don't received study time at work and to me taht doesn't make them proper "trainees" as they are studying at tafe and not through the centre. If that makes sense

Are there any Diploma qualified as well or is it just the Cert 3?
