Using Hands Free Bin During Nappy Changes

Hi I have a question regarding nappy bins in child care services. Just recently our bin (pedal) broke; it was replaced with a swing top bin.
We have had this bin a week and I noticed on one occasion faecal matter on the swing lid (I cleaned the lid when I clean change table). I thought that there was some form of regulation stating what type of bin centres should have.
I have searched the topic on google The NHMRC’s Staying Healthy in Childcare 5th Edition states a hands free bin.

That leaves it open to opinion of what a hands free bin is. We don’t have to touch the bin with our hands, the nappy does. But that can leave faecal matter.
Is there anywhere else I can look? I am in NSW.
