Using Hands Free Bin During Nappy Changes

Hi I have a question regarding nappy bins in child care services. Just recently our bin (pedal) broke; it was replaced with a swing top bin.
We have had this bin a week and I noticed on one occasion faecal matter on the swing lid (I cleaned the lid when I clean change table). I thought that there was some form of regulation stating what type of bin centres should have.
I have searched the topic on google The NHMRC’s Staying Healthy in Childcare 5th Edition states a hands free bin.

(http://www.nhmrc.gov.au/_files_nhmrc/pu ... tion_0.pdf)

That leaves it open to opinion of what a hands free bin is. We don’t have to touch the bin with our hands, the nappy does. But that can leave faecal matter.
Is there anywhere else I can look? I am in NSW.
Thanks,

Hi,

Our FDC scheme requires us to have either a bin with a foot peddle or a sensor bin so the nappy and our hands don't need to touch the bin.

I was just having a look at the updated version (2013) of the document you attached above and it says "hands free lidded bin". So. I'm assuming that they are referring to the pedal bin. Even with a swing top bin even though you're not touching it, you are using the nappy which can cause the spread of germs even more. You may have wiped the poo off but will everyone... It's much more hygienic to use a pedal bin...
