Hi. I need help for this question.
Refer to textbook of The Big Picture

The National Law & National Regulations set out the legal requirements for the operation of Early Childhood services. If offenses occur and the Law and Regulations are not followed there can be penalties.
List the 3 parties the penalty maybe issued to (incurred by)?
p/s: my training provider didn't allow to lend me the textbook and that's why I can't refer it thru the books.
