Value Of Quality Education and Care For Children

Hi i am having trouble answering this question.
i have chosen the National Learning Framework and National Framework for School Age Care.
b) In broad terms, what do the frameworks say about the value of quality education and care for children?
I have visited the http://deta.qld.gov.au/earlychildhood/p ... -sheet.pdf but i cant seem to find anything that says value of quality.
