Scenario: Daniel - Unable To Push The Bike

Hi,
Just having some trouble trying to identify what motor skills are being used in this scenario.
Daniel (15 months) heads straight for the bikes on arrival. He is unable to push the bike with his feet but he manages to take the bike where he wants to go.
I thought possibly:
gross motor skills and his fine motor skills - but I'm sure this is not correct.
Any help would be much appreciated!
