Effectively responding to Clients & Co workers

Your Question?
The scenario deals with a Father who has just had his wife admitted into hospital and has 2 children booked into the service for 2 days a week but now requires full time as he must continue to work to support his family. The centre does not have the space for extra days for his 2 yr old.

The Question: What regulation will help you support this family?


What is your answer so far or What have you done so far as an attempt to solve this question?
This was a 4 part question and I have answered all parts except this. I believe the answer lies in Priority Access Regulations but despite 2 hours searching I cannot locate a reg specifically dealing with Priority Access. I know that the Government has Priority Access Guidelines and I have a copy of these with the 3 levels defined.

Can you tell me what Regulation this relates too

I found this in the Educational and Care Services National Regulations under "Educator to Child Ratios":
(5) In subregulations (1) and (2) a reference to children does not include a child who is, or 2 or more children from the same family who are, educated and cared for at a centre-based service in an emergency for a period of not more than 2 consecutive days on which the service operates.

Examples
1 A child is determined to be in need of protection under a child protection order.

2 The parent of a child needs urgent health care that prevents them caring for the child.
