Develop and implement policies

HI everyone,
I need a help please..
Can anyone give me some ideas or suggestions for following questions?
1. Explain how a policy can be clearly set out to articulate straightforward procedures with supporting documentation in a service.
Consider the following strategies when writing policies:
using sort word;
use common words;
write as you would speak ,editing out informal words or phrase;
avoid the use of information that will be quickly outdated and therefore need regular amendment.
policies should reflect following:
service philosophy or statement of principles;
the needs of services' stakeholders;
legislated or accepted standards for the education and care industry;
the recommendations of recognised authorities.
(Is this answer is correct or related.. I am not sure)
2. Describe the formal processes that may be undertake for approval of policies within the organisation.
3. Identify the seven legal and ethical context that service providers need to take into account when developing policies and procedures.
