Communication, conflict resolution and performance management

hi, have to do this scenario, please provide suggestions and recommend readings,
You are a room leader in a preschool room, and have 3 other staff working with you, Rosa and Helya who are long time emloyees of th xentre and Stephan, who started working at the service three months ago. As Stephan's position is newly created one, management have not gotten around finalising his written job description yet. you and heyla usually work the early shift, and stephan and rosa usually work the late shift.
Rosa approaches you in the staff room during your lunch break, and complaints that Stephan does a very little to help during the busy time in afternoon, and seem to spend all his time with children, without attending to the many routine tasks that need to be completed before the centre can be closed for the evening. she also says that he is often late from coming back from his afternoon tea break, and thinks that maybe men just aren't cut out to do the job

Q2. what could have been done to prevent this conflict from occuring in the first place?
