CHCPR614C - Interpreting observations and understanding developmental stages

Why is a sound understanding of developmental areas and development stages imperative to the collection and interpretation of information/observations?
does this mean that "Because if you don’t have a understanding of these areas you will not be able to encourage the growth of the children. As educators we are constantly providing activities and experiences for children to grow and to ..........." thats ill ive got on this question, i totally lost track of what i wa saying by the phone ringing
and " Discuss the issue of significance in relation to observations."
does this have relevance to if a child accomplishes something or finally reaches a milestone?
thats all ive got im having the biggest mind block today ive finished 12 pages and this is my last two questions for this block of questions any help would be greatly appreciated.
