CHCPOL403C - Undertake research activities

Hi! I'm a bit stuck with trying to understand how to go about this project and I've asked my trainer to explain it to me but I just can't quite get it. I've read over the project a few times and still can't understand. Please help?
Project 1
You have been asked to assess the effectiveness of a particular service that your community service organization delivers to its clients. Your organization wants to know whether it should continue to deliver this service for a period of two years in light of recent budget restraints. You have two weeks to conduct your research. You can utilise two others staff members to assist on a part-time basis and have a budget of $1500 to use, over and above your salary and that of the other staff members. Choose one of the scenarios and write a paper explaining how would you go about conducting and reporting on the research.
In the paper you must explain how would you:
Prepare your research plan
Involve and consult relevant stakeholders
Scope the project
Identify the resources you would need
Develop strategies for:
- identifying research targets
- collecting, collating, editing, analysing, storing and manipulating data
- assessing patterns and trends
- drawing conclusions
Scenario 1
The organization you work for providers Youth-at-Risk Outreach Services targeting young people aged 12-15 who are identified as at risk through a range of factors including homelessness and illicit drug use. The service aims to divert young people from risk-taking behavior and to prevent their entry into the formal sex industry. These services provide a range of prevention and early intervention activities that use a harm-minimisation approach, including information and referral, direct assistance, specialist counseling, support groups, health education and needle exchanges, the service conduct activities according to the specific needs of the young people in the local area.
Scenario 2
The organisation you work for is funded to deliver the Community Support Service which supports Indigenous community members and their families by providing links and referrals to a range of mainstream and Indigenous services which may include welfare and social support, family violence, child care, legal, housing and health (including drug and alcohol services). The Community Support Service supports social inclusion and community cohesion. The service assists in closing the gap between Indigenous and non-Indigenous Australians in accessing services and information.
