CHCINM002 Meet Community Information Needs - Prepare a written report

Hi there,
I really need help to explain what is actually the question ask me to do as I am really confused about this. Here is the questions:
In this question you are required to assess and address the information needs of one community and/or specific group.
1. Prepare a written report format that:
[*]analyses the current capacity for the information needs to be met by the service
[*]determines requirements for new materials to be developed
2. Develop at least one new information resource in a printed format. Submit copies of the document to demonstrate following stages of its development:
[*]First draft
[*]Proof read copy of first draft
[*]Final draft
[*]Final copy ready for approval[/b]
My understanding about this questions as explained below:
1. I need to provide a report that analyses the current capacity for the information needs to be met by the service.
Information needs here mean, I am going to create a fact sheet / information about one topic. Before that, I need to write a report why I make the fact sheet? I am planning to write about hygiene and healthy eating routine for babies in nursery room, because when I worked as a casual relief educator in one of child centre, I observed the educators there were need more information about serving food in appropriate way for babies as I saw them just dropped the fruit on the floor and let the baby crawl and eating on the floor at the verandah. While in my opinion it was not hygiene for the baby and food being contaminated by bacteria. That is why I need to provide more information like fact sheet about this matters for the educator there. Am I on track on this?
2. Determines requirements for new materials to be developed. I don't understand about this one. It might need the references for my fact sheet/information as the requirements?
I really appreciated if someone can help me out about this. I am looking forward for the help.
