hi

Im really struggling to understand this question

3. Early childhood programs function within, and are shaped by, the social and cultural context in which they exist.
Explain what is meant by the term cultural context.

Am I meant to literally find the meaning in the dictionary or is it written in the following text:
Guide to the National Quality Standard

Any help in the direction I'm meant to go in would be helpful
