CHCCS400C - Scenario: Birthday Cake and Lollies

First time posting so hope I do it all correctly.
I'm currently working on Assessment 3 from the Legal Cluster and am unsure how to answer some questions.
Case Study 1:
Olivia, the Nominated Supervisor and her team are committed to serving nutritious food and providing healthy choices for the children. For that reason the service does not regularly serve foods full of sugar, fats, or preservatives. The service’s family handbook describes these policies. It states clearly that birthday cakes are not allowed. Policies strongly encourage families to celebrate special events with healthy foods such as sliced fruit and vegetable plates.
One morning, a mother who is new to the service, quite shy and who the Educators have had difficulty engaging with, arrives with a large cake and lolly bags to celebrate her child’s birthday. The Lead Educator believes that it won’t harm the children to occasionally have a special treat and decides to give the children the cake and the lolly bags. You are unsure about this as you do not want to go against the service’s policy. The next morning a parent approaches you and complains that her child was given cake and lollies without her permission.
1. How would you:
a) Respond to this situation with the Lead Educator?
Explain to the Lead Educator that one of the parents is complaining that her child got lollies and cake without her permission.
b) Respond to this situation with the parent who complains to you?
Explain to the parent that the choice to give the children cake and lollies was made by your supervisor.
c) Support the parent to make a formal complaint to the supervisor?
By explaining to the parent how to make a complaint or by referring them to the centre director.
d) Support the parent, if they were still unhappy with the supervisor’s response, to make contact with an advocacy service (such as, the Division of the Office for Early Childhood Education & Care ECEC, Department of Education Training -DET)?
By showing the parent where to find a contact number for their local advocacy service.
2. What personal values and attitudes need to be considered in this scenario?
Not quite sure how to answer this question.
3. How could this situation have been avoided?
By ensuring that all families with children in the service read and understand the family handbook. Getting the parents/caregivers to sign a form stating they have read the family handbook could do this.
4. What service policies and practices would you need to be aware of when dealing with this situation?
The services policies and practices that relate to the serving of food at the centre.
5. Identify the unethical behaviour that has occurred in this scenario.
The unethical behaviour that has occurred in this scenario was by Olivia, the nominated supervisor. Her unethical behaviour includes going against the service's policy about only serving nutritious food and providing healthy food choices.
6. a) Who would you report this behaviour to?
I would report this behaviour to my centre director.
b. What information would you need to provide about this incident to your supervisor?
You would need to include who was involved, when the incident occurred and who was present, documentation of the incident, the grounds on which you believe the conduct to be unethical and what other actions have been taken.
c) Discuss the problem solving techniques you would use to handle this situation.
Not too sure what to put for this either.
