Question:"Describe the basic structure of the annual fee".please help!thank you

I'm not sure if the answer from the ACECQA websiteis is on the right track?
Fees fall into two categories:
 the annual service fee, which will apply to all
services regulated under the National Quality
Framework
 transaction fees, which are individual fees that apply
to specific transactions.

Yes,it's the website that I was checking.but I couldn't find the answer of "what is the basic structure of the annual fee?"
It that refer to the two categories?
