Children's Services Award Pay Guide vs Department of Education Pay Guide

I have a certificate III in Children's Services and I am almost finished with my Diploma qualification. If I do finish my diploma, I know that I will fall as a level 3.4 (diploma) under the Children's Services Award Pay Guideline. However, I am just wondering why the department of education has a different pay guideline? What does this mean? Does anyone know what level do i fall into in relation to the Department of Education's pay guideline? From a bit of research I sorta understand that the sites and servce providers which are run by the department follows the department's pay guideline and everyone else follows the children's services award pay guideline? Just wanta bit of clarification. Thank you all so much!
