Need help with room set up

Hey,
I currently am working in a multi age centre. The children range from tiny babies to three year olds. I have 10 children in my room and there are 10 children in the room next door, the children are pretty much free range, they can play in either room, and are only separated for sleep times.
I need some help with room set up as I feel what we have ATM is not working and not engaging our children.
In our room we currently have:
A comfy reading area with lots of books, armchairs and bean bags
A pathetic art area. There's pretty much an empty bookcase and a table. I'm finding it difficult to find a way to leave resources out. Like I would love for the older children to be able to get whatever they want to use and source their own learning, but the babies just trash it and throw everything.
We have like a construction zone with different kinds of blocks and car ramps.
I guess my issue is that I have been told by management that I can't set up areas in my room that are already in the other room or outside. For example we have a baby area outside and there is a kitchen home corner set up in the other room, so I cannot do these things.
I can't think of anything that isn't already there.
A few of my children have been to the zoo recently and I'd love to do like a jungle area with animals and sort of sensory environment bins, but we already have a farm set up outside.
Another thing I'm having trouble with is including multiculturalism and diversity into my set up.
Another educator has set up like a small aboriginal area but we don't have a single aboriginal child in our service. We do have a lot of African and Chinese children and I'd love some ideas on how to be more inclusive of their culture.
