Graduate Cte in Childcare Management

I am after information regarding the above qualification (Graduate Certificate in Childcare Management). It is mentioned in Clause 15.6 of the Children’s Services Award 2010.
There is a allowance paid for successful completion of this qualification (or equivalent) so I would obviously like to get the facts straight before outlaying time and money.
Does anyone know what RTO teaches this qualification via an on-line method or what exactly is an equivalent qualification.
