Legal assessment- reporting abuse

Hi, I am currently looking to answer my assessment on a scenario about a boy James who is 4 and who has had a change in behavior, home life and also has bruising on his leg!
It states that we are the mandatory reports for this and another scenario. In all my reading it states that if you are the mandatory reported you MUST report it.
There is a question that asks will you report it? And also will you tell the parent?
I am trying to work out of this is a trick question. I feel that I would not report it but I would discuss with the parent. I am wondering if you could assist me with this as I do t want to spend my time writing it up and then getting it wrong.
