Hygiene Practices That Do Not Meet Legislative Requirements

Would someone please be able to help me explain this question in proper context??
Explain the procedures you should follow if you identify processes or practices that do not meet legislative hygiene requirements.

So basically if you are working in a centre and the staff dont wash their hands before serving food, dont wear gloves while wiping children's noses or while changing a child's nappy, dont encourage children to wash hands before and after eating etc. what would you do?

I have written this
The procedures you should follow if you identify processes or practices that do not meet legislative hygiene requirements is to report it to the team leader in the room. If the team leader is unavailable then the report should be made to the management. If it is an ongoing problem throughout the day I could always remind the staff of the practises and processes that we should have in place when it comes to hygiene requirements. For example if a staff member is continuously not washing their hands before serving food I could simply just tell them that untie very important that we are always doing it and why. This isn't telling somebody of, but simply, keeping the health of the children and staff risk free.

Is there anything I should take out or anything I could add?
