Guidelines Of Outcome 2

Question - What guidelines are given in Outcome 2 of the Early Years Learning Framework (EYLF)?
I know the outcomes and the elements but I can't find any guidelines anywhere?!? I thought about summarising the outcome but not sure how to summarise it into a small paragraph or 2 or 3 sentences.
Any help will be greatly appreciated!
