Factors Of Strong Neural Networks

Hello, hope everyone had a wonderful holiday!
On one of my assignments it's asking: What three factors does the establishment of strong neural networks rely on?
I have come up with two possible answers but am finding it difficult to see which one is correct.
Answer 1: The three factors are; Synaptic plasticity, Homeostatic plasticity and Learning.
Answer 2:
Neuroscience is confirming the following factors as being vital in early childhood
development:
• The first five years last a lifetime
• Good nutrition, health, and exercise are critical
• Children are born ready to learn
• The best learning happens in nurturing relationships
• The brain develops through use
• Children’s wellbeing is critical to brain development and learning
• Children learn through being engaged and doing
• Children learn from watching and copying
• Children’s self control is critical for learning, responsibility and relationships
• Children learn language by listening to it and using it
• Children are born ready to use and learn mathematics.
And I will choose three (3) out of the eleven (11) above.
