a) As a general rule of thumb, what should you consider about the situation prior to making a report about the child's home life, development and behaviour?
answer: consider the family's background and culture, as this affects what the child's home life is like. Its establishes what is "normal" for them, but that doesn't mean that what is happening is right.
So I'm not sure if this is right, because I've never been told or heard of the rule of thumb for this situation and I can't seem to find it anywhere.
