let me know please list the three ways Educators can assist children to learn simple safety rules ?

Do you have a posible answer? If so, what is it? Think of this question logically. What are smiple ways that you'd teach anything to children. Think of age appropriate activities that could be fun and interactive for the children and suited to the interests of the children at the service. Let me know your Posible answer and I'll help you out further.

an educators should trust and respect of the children.
an educator can guide and support children to make good decision and follow the rules , by modelling expected behaviours and being consistents in you expection fao all children.
by praising a child for their efforts and positive behaviours .

You're on the right track. You should model correct behaviour to the children. This way they know what's expected of them. Yes, encourage the correct behaviour, children love being acknowledged for their efforts. Yes, you need to have consistant behaviour and safety expectations of every child.
You could sing songs with the children
You can read books about safety
Depending on the age of the children you could discuss safety with the children. What to do and what not to do.
If you're taking the children out somewhere clearly explain what is expected of them, allow them to help you put in place guidelines and rules.
Videos could be used (try to avoid this one though, you should not be relying on Videos to do the teaching for you. In my opinion this is lazy)
