CHCCS400C - Scenario: Ahn and Tom - Pick Up Procedure

Hi all,
I'm new to this forum, but hoping someone can point me in the right direction.
I have been asked to resubmit my assessment for this unit - CHCCS400C Work within a relevant legal and ethical framework.
The scenario is:
Anh and her husband Tom have their child, Zoe in your service. Anh and Tom have not arrived to collect Zoe at their usual time. A lady comes into the service later and says her name is Lynne, she tells you she is here to collect Zoe as both Anh and Tom are late from work. You are working with 2 new relief staff.
What action would you implement in this situation? Detail all the steps you would take.
My response was:
I would access Zoe's enrolment records and check against Lynne's photo ID that she is authorised by either Anh or Tom or a nominee named on her records. Once that is confirmed, Lynne would be able to take Zoe from the Centre's care after completing the standard exiting procedure.
If Zoe's records show that Lynne is not authorised by Zoe's parents or a nominee named on her enrolment records then Lynne would be notified that she would not be able to proceed with the pick up and Anh and Tom would be made aware of the situation. It would be necessary to go over the departure procedure with Anh and Tom for the future.

My tutor has asked: What if you contact Anh and Tom and they give permission over the phone? What are the steps in this case?
.... I have never worked in a centre before and do not know the answer. I have gone over and over all the information for this unit and can not find a reference to assist me in my response. So at this stage my answer would be to inform Anh and Tom that permission can not be given over the phone. But surely there is a procedure for this in Centre's that I am not aware of? Perhaps then my answer would be to contact my nominated supervisor for further clarification via telephone???
