CHCCHILD401A Identify & Respond to Children & Young people @ Risk - Ethical Issues

Hi There,
I am up to a question in my assessment that relates to ethical practices.
It gives me the ECA's guidelines from 2006, and it says to use them to answer the following questions.
'You are annoyed with a staff member's open hostility and harshness towards the children when you and she are working alone. When others come into your area, she puts on a sweet-voiced, child centred approach.
Why is this an ethical dilemma.
Should I inform the supervisor.
What is an action to resolve.
I think I know the answers but I have just started my course and this is my first subject which I find weird, so I am being chucked in the deep end straight away. Help ASAP
