Short answer - liability... basically all medication brought in for a child must be labeled (child's name, not out of date, etc.) and authorised by a doctor or pharmacist... Parents may buy herbal products or such (some not even tested) and the child could get sick while in care, and it's the centre's fault.

yep basically we need to cover ourselves, should something happen to the child while in our care it is our fault and that is a risk, so you need to be very careful with medication.
one of my parents brought in a vitamin type drink for her daughter and we had to give it back as 1. no note from doc and 2. I cannot take the risk that another child may drink it and get sick from it and we have no idea what is in it etc
