Scenario: Tom - Included In Block Play

why is it inappropriate to insist that Tom be included in the block play?

a bit unsure if im on the right track.
my answer is: by suggesting that the other children build their carpark on the otherside of the block shelf and allow Tom to continue to knock his block over without disturbing those making the carepark

Maybe make a bigger block area which would allow the children to play individually or within a small group...
