Registering As An FDC Educator

I am currently looking after my own child (<2 years) at home. I wish to look after another child of a similar age - their parents are eager for me to help. I previously did this in the UK as a fully registered childminder. I am now commencing the registration process in Western Australia but am overwhelmed by the cost and paperwork! Also have no idea how soon I can legally start.

Firstly, am I correct in assuming before I can commence working I need to formally register as a family day care? How long can this process take? When is the soonest I can look after other kids?

Secondly, is any registration check list available? I've had a go at listing some of the steps below - have I missed anything?

Activities:
All adults attain national police clearance $52.60 each (up to 15 working days)
All adults attain children check $83 each (subject to renewal)
GP health check $100
Business setup/registration $50
Convert UK qualifications into Certificate 3 in Early Childhood Education... $$TBC
Convert or retrain First Aid $150-200
Make home safe for assessment $100-200
Home assessment $150
Prepare home and resources $100-200
Public liability insurance $500-700 per year
Council planning permission and food safety $50-150 (weeks)
Family day care fees and membership $1000-1500 per year
Car registration $600
Modifications, additional resources etc etc $500

Thirdly, is registration and membership with family day case mandatory?

Lastly, are such small "businesses" eligible for government grants; and if so, how much?

Probably missed a few things but is the above close to reality?
