Legal or Ethical Dilemma

Myra is a 3 year old child in the Toddler room and gets dropped off every morning as soon as the Childcare centre is open. During morning play time most days you find Myra going through the other children’s bags looking for food. You know the parents have been shown the policy that states all children have to come in the morning having had breakfast. Every time they are asked about her eating habits they say she doesn’t like their food. Myra is often tired and appears slightly underweight for her age.

I need to identify if this is ethical or legal dilemma ?

I have identified this as an legal dilemma, can you please confirm if this is correct and what legal obligation i would have to report this ?
